Framework

In the context of sustainable roads, the Flemish Government conceived in mid-2014 the plan to remove tar from the chain once and for all. Specifically, it concerns asphalt pavements containing tar or pitch bitumen that will no longer be recycled in our roads.

You can find the current list here on our website. Both the certified temporary storage locations and those in the trial period have been designated to receive tar asphalt for thermal cleaning.

Certification

In order to have sufficient certainty about the disposal of the tar-containing asphalt, a choice was made for quality assurance through certification. At first, this was done under the COPRO ε-mark, nowadays under the COPRO.EXE-mark. The certificate is awarded to licensed temporary storage locations.

The certification covers the entire process of the disposal of tar-containing asphalt, from the time it is delivered to this temporary storage location to when it is transferred to a thermal cleaning facility. The thermal cleaning itself is not part of the certification.

Procedure and documents

Those three documents  are necessary in order to be able to certify the disposal of tar asphalt in a conclusive manner:

  1. an order form per project, in which the awarding authority, the contractor and the temporary storage location make it clear to each other that the tar-containg asphalt must be thermally cleaned in accordance with the provisions of Standard Specifications 250 and BRS 8049; without this agreement, there is a great risk that the tar-containing asphalt will not be removed in the manner requested;
  2. a waybill per truck between the site and the temporary storage location, which will be signed by the awarding authority at the site when it is removed, so that there can be no discussion afterwards about the quantities removed;
  3. a delivery note by lorry, drawn up by the temporary storage locationfacility on arrival there; the contractor will provide the principal with a copy as proof that the tar-containing asphalt has actually been taken to a certified temporary storage location.

Every party involved can download the order form here on our website. It is up to the awarding authority to initiate this.

Specific blank waybills can be obtained from COPRO. Again, it is the awarding authority who must request these in time, as they are sent to him by post.
