What is the product?
A rental crushing plant is a mobile crushing installation for the treatment of inert waste, which installation is temporarily made available to a lessee by a lessor registered with a certification body and where the installation complies with the regulatory provisions as imposed in Art. 7.2.1 of the OVAM (Public Waste Agency of Flanders) Uniform Regulation. The lessee, the lessor and the certification body must comply with all established terms and conditions as listed below.

How do you recognise a certified product?
Unlike a certified crushing plant, there are no delivery notes with references to technical data sheets and COPRO/BENOR/CE certificates. Instead, an ad hoc raw material declaration is issued by OVAM specifically for each site where the rental crushing plant was deployed. COPRO is responsible for the required inspections.
What are the advantages of the certified product?
The use of rental crushing plants is a known concern in the sector and has long been a source of resentment among certified producers.
These rental crushing plants operate without structural monitoring by a certification body, which leads to risks regarding the legal processing of the rubble as waste, the lack of end-of-waste status according to environmental legislation, traceability, and the environmental hygiene and technical construction quality of the aggregates in their subsequent application.
At the request of the sector, the sector organisation VSOR and the certification bodies COPRO and Certipro, in collaboration with the established rental companies and OVAM, have developed a procedure that stipulates strict conditions for the use of rental crushing plants. This ensures that the end-of-waste status is correctly fulfilled and that environmental hygiene and technical construction quality are guaranteed.
